The other "business" matter also concerns Hong Kong. I heard from David MacDougall last week and he said that some man had introduced into the Chinese Chamber of Commerce, which is one of the bodies proposed for nominating a member of the Municipal Council, some 2,000 new members (ragtag and bobtail office boys, lift operators, door keepers and the like) and had paid their dues for a year with a view to securing their votes on the election of a Chairman and for collaring the Council nomination. ff I'd had any gumption I might have foreseen this? I believe that I so drafted the M. C. Bill that the Governor could reject a nomination if not satisfied that it was made in accordance with the constitution of the nominating body (but did not cover "packing" the constituent body) and I believe that I also provided for the removal of nominating bodies from the list.

In the Corrupt & Illegal Practices Bill I entirely omitted to carry anti-corruption sanctions back to nominating bodies. I am inclined to think that the provisions of the C & I.P. Bill might well be extended to cover nominations and nominating bodies as well as election matters.
